The refinery was made in forms editor (learn it its COOOOL).
The flame was made from a sphere that is conformed to a sphere and then dragged the top a bit. Fire texture was applied. I then copied and scaled it, added a brush for fog lenght and then the fire looks like it has some volume. The windows are just a bright plane. And the window glow is made by using a brush as fog lenght. The 4 light cones were made the same way. The water is just the crumpled texture.
